More than sending a PDF.

A PDF attached to an email is not the same as a structured electronic invoice. UAE e-invoicing uses structured invoice data exchanged through accredited providers, with the required reporting flow.

Your invoicing system needs reliable customer, business, item and tax information. Preparing those records is a useful first step, even before you connect a provider. Read the Ministry’s guidelines.

Start with your transactions.

The published framework concerns business-to-business and business-to-government transactions, subject to its scope and exclusions. Do not assume that every invoice or every business follows the same rules.

Under Ministerial Decision No. 244 of 2025, business-to-consumer transactions are excluded until a further ministerial decision. A business handling both business and consumer sales should assess each transaction type. See the implementation decision.

Reading about an October 2026 deadline?

The May 2026 amendment extended the larger-business provider appointment deadline to 30 October 2026 while retaining the 1 January 2027 implementation date for that phase. That is different from the below-AED-50-million timetable above. Read the amendment announcement.

Get these things together first.

  1. Your business details

    Check the business name, address and relevant registration details used on invoices.

  2. Your customer and supplier records

    Identify incomplete or duplicate records and gather the details needed for your transactions.

  3. A few representative invoices

    Include your usual sales, credit notes and any unusual cases, such as different tax treatments or currencies.

  4. Your expected volume

    Estimate how many invoices you issue, busy periods and whether you need to receive invoices electronically too.

  5. A person responsible for follow-up

    Decide who checks invoice status, handles rejections and keeps records up to date.

This is a preparation checklist, not a compliance assessment. We can use it as the starting point for your readiness call.

Understand the provider’s role.

Electronic invoice exchange requires the appropriate accredited service provider arrangements. Check current accreditation with the Ministry of Finance rather than relying on an old badge or a general claim of being “UAE-ready”.

Ask about onboarding, sending and receiving invoices, integration, error handling, support, records and total service costs. Confirm which responsibilities stay with your business.
